Dr. Sleevemore was the director of the psychic insitute.

Carly took Raven to Dr. Sleevemore so he could run some test and could hopefully help Raven learn more about her powers. Raven began to spending more time at the institute to the point of neglecting Eddie and Chelsea.
Dr. Sleevemore couldn't help Raven perfect her psychics powers, so he allowed her to leave and return to her normal friends.
